For the 2007 elections, I partnered with a group of Filipino developers, to build an sms-based election monitoring system (which we called QuickCount 2007). This automated system was able to receive and process sms reports including ballot count results from 18,000 Action Congress polling agents at 9,000 polling units all over the state.
